Quality Policy of the Combine

1 CUSTOMER FOCUS

The main objective of the Combine is to satisfy demands of Customers as to the properties of the product and as to the restricted requirements applied to it. We ensure to meet product requirements on the basis of effective operation of the quality management system, analysis before assumption of delivery liabilities, determination of special requirements, and identification of risks associated, among others, with adoption of new technologies. We undertake to determine product requirements that are necessary for specified or intended usages, and thereupon to complete the tasks of production development, creation and adoption of new products manufacture.

2 MANAGEMENT LEADERSHIP

Managers of all levels bear responsibility for effective implementation of the quality policy by means of determining quality objectives, their analysis, and the following planning of activities for their achievement.

Management activity ensures:

unity of the objective and the branches of activities of the combine;

priority ranking of implementation of quality management system processes aimed at improvement of product quality, meeting the requirements of Customers, ISO 9001, EN 9100 Standards, legislative requirements, and requirements established by the Combine;

achievement and maintenance of finance indicators that ensure development of the Combine for the benefit of Customers, employees, state, and society;

development and permanent improvement of operational environment and internal infrastructure that insure conditions under which workers may be involved in completion of tasks facing the Combine with necessary effectiveness. In order to ensure conformity of the quality policy with the general strategy of the Combine it shell be reviewed not less than once in three years.

3 INVOLVEMENT OF EMPLOYEES

We also take the responsibility for the fact that the quality policy will be brought to attention of personnel and understood. Product quality depends on the professional qualification of each worker of the Combine. In order to achieve the required level of qualification managers of organization departments implement the quality management system process – Personnel Management, aimed at:

forming of interest in improvement of products, performed processes in each employee on the basis of implementation of permanent need for raising of qualification level;

arrangement of necessary conditions for a teem work of the employees and usage of this conditions for constant improvement of quality of work results;

understanding that each worker is simultaneously an inner consumer of the result of the process or the previous work operation and an inner supplier of the results of his work for the following work operation or process. The worker will never accept or hand over work results that do not meet the established requirements.

Employees of all levels form the basis of ZTMC, and their complete involvement in the manufacturing process enables the Combine to use their abilities to the benefit. Employees of the Combine having familiarized themselves with the requirements of QMS normative documents (workmanship instructions, process messages, job descriptions, enterprise standards, QMS instructions) guarantee absence of foreign materials in their working area and confirm their awareness, which means that:

an employee knows the requirements of the document, is aware of his mission in the manufacture of the product of high importance;

an employee bears responsibility for implementation of document requirements in the manufacture of the product of high importance, including those for aerospace industry, irrespective of his spheres of activity at the Combine;

an employee relying on his knowledge and experience has a right to submit offers for quality improvement, productivity enhancement, and activity effectiveness in the field of document application.

Workers of the Combine realize their creativity by means of determination of quality objectives and planning of activities for their achievement.

4 PROCESS APPROACH

We undertake to achieve the desired results in production and products delivery on the basis of management of activities as processes established at the Combine in accordance with the model of the chain of processes and requirements of quality management system standards.

5 SYSTEM APPROACH TO MANAGEMENT

We undertake to exercise management as a complex of processes provided with all the necessary resources (human, material, financial), interaction of which allows to achieve the desired results in satisfaction of Customers by the product quality, and in satisfaction of the employees of the Combine by the results of the economic activity. We declare implementation of the system approach to the quality management and ensure:

arrangement of optimal conditions for development and improvement of the quality management system;

high efficiency of corrective and preventive actions in the production management at all stages of product manufacture, wherever it may be necessary;

regular internal auditing and analysis of quality management system effectiveness.

6 PERMANENT IMPROVEMENT

In order to increase the level of satisfaction of Customers by the quality of the products we aim our efforts at:

development and improvement of the manufacturing method, the quality management system using effective equipment;

well-timed provision of the production by all the necessary resources;

systematic development of the Combine due to the manufacture of competitive and safe products that meet the requirements of Customers and the restricted requirements;

ensuring economic efficiency of business activity that contributes to the progressive development of the production basis of the Combine, its infrastructure, and social sphere.

7 FACT-BASED DECISION-MAKING

In order to achieve the main objective we undertake to increase quality management system effectiveness using the quality policy and objectives, audit results, data analysis in comparison with the best achievements in the product manufacture, and analysis of actual data and information received from managers of all levels.

8 MUTUALLY BENEFICIAL RELATIONS WITH SUPPLIERS

We undertake to form and consolidate stable long-term relations with suppliers of raw materials, materials, and services of the necessary quality on the basis of assessment and supplier choice procedures.

9 PRINCIPLE OF OPTIMALITY, EFFICIENCY

We shell ensure a progressive economic growth with minimization of financial risks based on principles of equal treatment of requests and wishes of all our Customers and partners in production and technical activities and on the basis of optimization of price-quality ratio by the parties. We undertake to make optimal decisions for achievement of maximal efficiency in the manufacture of products on the basis of feasibility studies when planning, developing, designing, testing, and introducing technical and organizational activities.
